Use the /hiarcs directory
Here is your solution. PGN files must be in a top-level directory /hiarcs on the storage card, and they must have a .PGN suffix, for instance, mygames.pgn. Then and only then will Palm Hiarcs Manager see the PGN files.

PGN for Palm Hiarcs
You can do this with 3rd party software. I wrote one package that runs on the desktop side (any O/S that supports Perl); and Pascal Georges wrote a package that runs on the Palm side. Potential Palm Upgrade
I also would happily pay an upgrade fee for an updated Palm version. Palm Hiarcs is a tremendous value; I could even claim that it saved me buying a laptop as it meets all my travel needs right on the Palm.
