Is it really true (as Vishy ~mentions) that top chess engines fundamentally changed how they evaluate positions from about 2006 onwards? (By no longer assigning values to pieces - but letting the program work it out on the fly?)

I think he was talking about automatic evaluation tuning. Meaning, values are still assigned to the evaluation, but no longer by the programmer.
