Is it really true (as Vishy ~mentions) that top chess engines fundamentally changed how they evaluate positions from about 2006 onwards? (By no longer assigning values to pieces - but letting the program work it out on the fly?)

I think he was talking about automatic evaluation tuning. Meaning, values are still assigned to the evaluation, but no longer by the programmer. This also enabled the use of big tables for which manual tuning is just not a feasible task.
